【摘要】:ThisdocumentestablishesamethodofencryptingcertainelementsoftheALERT-CcodeddatacarriedintheRDS-TMCtype8Adatagroup,suchthatwithoutapplicationbyaterminalorreceiverofanappropriatekey,theinformationconveyedisvirtuallyworthless.Beforeaterminalisabletodecryptthedata,theterminalrequirestwo"keys".Thefirstisgiveninconfidencebytheserviceprovidertoterminalmanufacturerswithwhomtheyhaveacommercialrelationship;thesecondisbroadcastinthe"EncryptionAdministrationGroup,"whichisalsoatype8Agroup.ThisInternationalStandardexplainsthepurposeofthetwokeysandhowoftenandwhenthetransmittedkeymaybechanged.Beforeanindividualterminalmaypresentdecryptedmessagestotheend-user,itmusthavebeenactivatedtodoso.ActivationrequiresthataPINcodebeentered.ThePINcodecontrolsaccessrightstoeachserviceandsubscriptionperiod,allowingbothlifetimeandtermbusinessmodelstoco-exist.TheInternationalStandardalsodescribestheconsiderationsforserviceproviderswishingtointroduceanencryptedRDS-TMCservice,migratingfromeithera"free-to-air"servicebasedonpublic"LocationTables"oracommercialservicebasedonaproprietaryLocationTable.Finally,"hooks"havebeenleftinthebitallocationofthetype8AgrouptoallowextensionofencryptiontootherRDS-TMCservices.
